Seligman moving forward on street repair

With spring coming in full force, city officials in Seligman are working on ways to protect their community from heavy rain. One of their solutions, brought forward for approval from the council on Monday, April 8, involves the repaving of a crucial road in town.
The plan, presented by Seligman city clerk Brian Nichols, involves repaving Frost Street, a key road in the town that many live and travel on. According to Nichols, the road is damaged due to years of weathering and also sees flooding during the spring rains due to its location near Business Highway 37 and its lower elevation.
To make repairs, the construction crew will first go over the entire length of the road with a small, preliminary coat of asphalt.
“Basically, they’ll come in and skim the top of the road with asphalt. That way, they fill in any and all holes and dips in the road,” said Nichols. “Once that’s done, they’ll come down and put in a two inch layer of asphalt over the top.”
According to Nichols, this portion of the construction will be handled by an outside contractor. The city expects to place a notice for a public bid within the week.
Additionally, with the road’s surface being raised two inches, the manhole covers on Frost Street will also need to be raised accordingly. Nichols said the scope of the manhole work can be handled in-house by Seligman Public Works.
“We need to raise them to be even with the asphalt,” said Nichols. “It’s pretty easy to take a chop saw and cut around the top of the lid and add some risers or an insert that would raise it up a couple of inches.”
Nichols and the council also discussed the possibility of adding extra culverts under the road to allow for better drainage during the rainy spring months. Discussion of that issue is expected to follow at next month’s council meeting.
During the April council meeting, Nichols presented the estimated cost of the repaving project at $73,488. In the meeting, the council elected to move forward with the project. According to Nichols, the funding for the projects are well within the scope of the money the city has on hand for such repairs.
“We have funds from our sewer departments to handle repairs to our manholes,” said Nichols. “The asphalt work will be coming out of a fund created by the half-cent street tax that we have.”
The bid for the paving project should be made public within the week. The council is expected to make a decision on awarding the project to a bidder at the next city council meeting on Monday, May 13.
